Looking for easy to use banner-making software

I am looking to find an easy to use program that allows you to create your own banners.

I don't have any experience with banners, so it would have to be something VERY EASY to use. I read somewhere that you can make banners with PowerPoint, but I don't know how to use that program either.

Free banner making sites would be even better! :)
